What exactly changed in the Meta WhatsApp policy for solar businesses?
Three things changed: how Meta bills you, what is free, and how many marketing messages one user can receive. Meta announced in 2025 that the WhatsApp Business Platform would move from conversation-based pricing to per-message pricing for template messages, effective 1 July 2025, according to Meta for Developers pricing documentation, 2025.
Under the old model, you paid once per 24-hour conversation window, by category. Under the new model, every template message you send is billed individually. Only template messages carry a Meta fee. Free-form replies inside an open window remain free.
The second change is friendlier. From 1 July 2025, utility templates sent inside an open customer service window are free, per Meta's pricing updates, 2025. Utility templates sent outside the window still cost money, but Meta cut those rates for India too.
The third change is a cap. Meta limits how many marketing template messages a single WhatsApp user receives across all businesses. This started with a subset of Indian users on 6 February 2024, then expanded, per Gupshup, 2024. The exact cap is dynamic and Meta does not publish a fixed number.

The short answer: light senders pay the same or less, heavy marketing senders pay more per blast. Under conversation pricing, one marketing conversation covering unlimited messages in 24 hours cost a flat fee. Now each marketing template message is charged on its own.

The 24-hour customer service window, explained for solar sales
The 24-hour customer service window is the single most valuable free resource Meta gives you. When a customer messages your business number, a 24-hour clock starts. Inside that window you can send free-form messages at no charge. You can also send utility templates free since July 2025.
For a solar EPC, this maps neatly onto your sales motion. A homeowner replies to your proposal on WhatsApp at 8 pm. You now have until 8 pm the next day to answer questions, share the revised quote, and send the DISCOM (Distribution Company) document checklist, all free. Every customer reply resets the clock.
Fast tip. Train your sales boys to reply to every inbound WhatsApp within the window and to end each conversation with a question. A question invites a reply, and a reply reopens the free window.
Outside the window, you cannot send free-form messages at all on the API. You must use an approved template, and marketing or out-of-window utility templates cost money. Template categories: marketing, utility, authentication
Meta sorts every template into one of three categories, and the category decides the price. Marketing templates are promotions, offers, and re-engagement nudges. Utility templates confirm or update a specific transaction the customer already agreed to. Authentication templates carry one-time passcodes.
The trap: Meta decides the category, not you. If your "utility" template contains any promotional line, Meta can recategorize it as marketing. Meta reviews templates automatically and may recategorize them at any time, and you get notified of the change, per Meta's template documentation, 2025.
Watch out. A template like "Your solar quote is ready, book now and get free installation" is marketing, not utility. The phrase "book now and get" makes it promotional. If Meta recategorizes it, your in-window sends stop being free and each message costs the marketing rate.

Marketing frequency caps in India
Meta limits how many marketing template messages one WhatsApp user receives in a given period, summed across all businesses, not just yours. The cap started with a small share of Indian users in February 2024 and has been widening since, per Infobip, 2025. Providers report that users often receive only around two marketing messages per day before further marketing templates fail to deliver.
Two things follow. First, your blast competes with every other brand's blast for the same tiny daily slot. Second, messages that hit the cap are not delivered and not billed, but they are also not seen. Sending more marketing messages no longer means reaching more people.
